Howdy Folks and HAPPY NEW YEAR

Some sad news from Post 516

In the past weeks we have lost three valued family members to Post Everlasting:

From the Commander today 1/1/18:

I found out last night (Sunday) that Dottie Mayo passed about 3:30 p.m. yesterday 12/31. As soon as I know about service arrangements I'll forward the information.

Willie Mulley Jr. passed on Saturday 12/30. Once arrangements are set I'll let you everyone know.

Allen Collet passed on 12/22.  Services are on Tuesday 1/2/2018 at 11:30 am at Greenwood Funeral Home in Ft. Worth.

--- Passed on from my cousin Shirley:

A number of you may have attended one of Bob Hope’s shows.  This time of the year always reminds me of this great American with a heart and soul for the American military!

 Subject:  Bob Hope... It's Priceless
He would never be allowed to perform with his acts, today.

Girls, short skirts, off colored jokes, religious Christmas songs, all politically incorrect.

GREAT GREAT MAN.

This will most likely be the very best ten minutes of your day, hope you all enjoy this great AMERICAN PATRIOT.

++++++++++++++++

Here's a history lesson for today

Alan Alda first saw Bob Hope in WWII. Until the day he died his Dad never ever missed a Bob Hope special.  Alan remembered him laughing and

crying at every show but he never understood why.  Now he knows.

A little travel back in time.

Warning; this might make your eyes wet!  Those were the days.....jokes were funny, not disgusting.......and the girls were dressed to make them look pretty, not vulgar...

This is some priceless footage..... This is a great e-mail.  It makes me thankful that I am old enough to have lived in the time of Bob Hope.

And then a great new year, playing with our new presents, meeting new friends, pursuing new adventures and enjoying comradeship with all our Legion Families.

Passing on a wonderful card to all

From the American Legion Auxiliary National Headquarters

-

To Commander Glen Moore and the entire Post 516 Family, I would like to extend my personal thanks and gratitude for the outstanding Christmas Party you folks put together for this year's District Family.  The food was not only excellent but there was plenty of it. The music was awesome, my complements to Vinney and the Jets.  All of your hard work was duly noted.  As usual the 516 Family welcomed everyone with a warm and friendly smile.  Also I thank you for the wonderful gifts (Legion T-shirt and Legion Riders Gremlin Bell).

Again I wish to say on behalf of all who were present, "Thank You" for a wonderful time.

Hope you all have a very Merry Christmas and a safe and fun filled New Year's.  See you next year.

Importance of Walking

Walking can add minutes to your life. This enables you at 85 years old to spend an additional 5 months in a nursing home at $7000 per month.

My grandpa started walking five miles a day when he was 60. Now he's 97 years old and we don't know where he is.

I like long walks, especially when they are taken by people who annoy me.

The only reason I would take up walking is so that I could hear heavy breathing again.

I have to walk early in the morning before my brain figures out what I'm doing.

I joined a health club last year and spent about 400 bucks. Haven't lost a pound. Apparently you have to go there.

Every time I hear the dirty word 'exercise' I wash my mouth out with chocolate.

The advantage of exercising every day is so when you die they'll say, 'Well, she looks good doesn't she?'

If you are going to try cross-country skiing start with a small country.

I know I got a lot of exercise the last few years just getting over the hill.

Every time I start thinking too much about how I look I just find a Happy Hour to walk to and by the time I leave I look just fine.

We all get heavier as we get older because there's a lot more information in our heads. That's my story and I'm sticking to it

"NO LONGER A SECRET-SPREAD THE WORD"

--- From Our District Commander:

On Labor Day, Post 655 joined with the VFW Post from Hurst and served the 100 +evacuees at a Ft. Worth Shelter of Wichita St a brisket meal with all the trimmings.  What a pleasure it was to see the look on everyone's face as they were served.  You could tell that they did appreciate the meal.

While we were there my wife Kim had an opportunity to talk with a Red Cross worker who told Kim that within the next two weeks, an additional 10,000 evacuees will be coming to the shelters in Ft. Worth seeking food and shelter.  This is a stark reminder that this is going to be a long haul for a lot of our fellow Texans.

All Posts Commanders are asked to please continue to accept donations to help those in need until further notice.  This is probably been the norm for the next few months.

Also it is asked that posts please try to sort the items they receive and box them if at all possible.  This makes it easier on those who have to load and unload the truck and those who will be opening the boxes. The plastic bags take up more space than the boxes.

Just a reminder I will be coming around to your post tomorrow to pickup what donations that you have already collected.  I can not give you an exact time that I will be there but we will be picking up the trucks tomorrow morning at 11:00am.  We will get around to you all just as quick and safely as we can.

Thank you for you hard work.

NEF: the word needs to be spread

From: Mark Sutton, NALPA President

The American Legion National Emergency Fund is ready to answer the call, but the word needs to be spread. Note 100% of donations to NEF go to the cause.

Please spread the word about NEF, there are several ways you can help do this:

If you are a member or a Post in Texas or your know of members there, direct Legionnaires or Sons of the American Legion to www.legion.org/emergency to learn how they can apply for assistance through NEF.  Go to this link https://vimeo.com/album/4371837/video/231586540 and download the 40 second PSA on the Legion NEF fund and post it to your website, Post social media pages, and your social media accounts.

Ask your local TV stations to run this 30 second PSA to spread the word further: https://vimeo.com/album/4371837/video/231586564

Give to NEF. Giving can be hard during natural disasters if people do not trust the organization they are giving to, but they still want to help. Give to The American Legion National Emergency Fund and know every dollar helps a fellow Legionnaire or Son in need.

To our members in Texas, Louisiana, and other Gulf coast states our prayers are with you.

Special District 12 Update – Hurricane Relief

--- From Our District Commander:

POC: Bill Deal bdeal911@hotmail.com

Phone: 817-287-8872

Greetings All,

As you all are well aware of, Hurricane Harvey is causing damage and destruction all along our southern coast.  Flooding has left Houston and San Antonio as well as parts of Corpus all but impassable.  I just got off the phone with Commander John Hinc our Department Commander.  He advised me that he has been in contact with some post commanders in the southern part of our state but has yet been able to make contact with those in the Corpus and San Antonio area.

Commander Hinc informed me that in Dallas an Evocation Shelter as been set up in Dallas Convention center to help evacuees from Hurricane Harvey.  The shelter is in dire need of the following items:

toiletries

diapers (all sizes and shapes)

underwear (men, women and children, all sizes)

socks (all sizes)

sweat pants/shirts (men, women and children, all sizes)

Pac N Play for the babies to sleep in

blankets

I am asking my District Auxiliary President and ALL my post commanders to please put the word out to your membership ASAP and set up a collection site at your post.  I am working on getting a couple of U-Haul trucks to make a run later this week to each post to make a pickup of all donations collected to take to Dallas.   Posts that receive monetary donations are strongly recommended to keep a record of every donation received such as from who, the amount and the date received.  These monetary donations will be collected and turned over to the department for future distribution.

Please remember this is not a ONE TIME collection.  Our fellow Legionnaires and their families and our fellow Texans are going to need all the help they can get for a long time to come.

Come on folks, I joke and call us the Dirty Dozen, but lets show how Mighty the 12th really is.

All post commanders are asked to let me know when and IF you will be setting up a donation station so that I can pass this info on to Commander Hinc.

Anyone who is interested in volunteering at the Evacuation Shelter in Dallas can go to www.voly.org/join

Thank and god bless you.

University of North Texas Health Science Center Veterans Project

From: James, Rachael <Rachael.James@unthsc.edu>

To whom it may concern:

My name is Rachael James at the University of North Texas Health Science Center (UNTHSC) here in Fort Worth, TX. I am a research assistant for the Centers for Alzheimer’s and Neurodegenerative Disease Research, a department at UNTHSC, and was hoping to speak with someone about our recent project involving veterans.

As you may already be aware, many soldiers involved in active theater have been exposed to explosions and blasts at a fairly close range. The concern is that, though they may appear outwardly unharmed, at such close ranges the force of these explosions can wreak internal damage to the brain. Based off of literature, mild traumatic brain injuries (or concussions/mTBI) can have residual effects of up to 6 years after the incident and those who suffer from an mTBI are at a higher risk for developing Alzheimer’s disease. Though this is fairly well-known in the scientific community, there is no “golden standard” in place to assess these risks.

That is why, under the direction of the principal investigator, Dr. Vicki Nejtek, we will be linking biomarkers in the blood and cognitive functioning in veterans with mTBI to risks for Alzheimer’s disease (AD). We will be observing biomarkers and cognitive functioning in veterans without mTBI and healthy controls as well. With the results from this study, we hope to create a foundation for effective assessment of risk for AD, as well as provide insight into future protection protocol for our troops in active theater.

We are reaching out in hopes that you will be interested in helping us recruit veterans that could be eligible to participate in our study. For further details, please contact me at (817)735-7689. We will be more than happy to schedule a meeting as well to discuss our project.

Thank you,

Rachael James

8/17/17 District 12 Special Update

Fraudulent donation request

From William Bill Deal <bdeal911@hotmail.com>

Greetings All,

We have a serious situation going on in Tarrant County involving the American Legion Name and image and I need your help to put an end to this problem.

I have received several reports about individuals wearing military ball caps American Legion t-shirts collecting donations for boys state or Operation Comfort Warriors.  These folks will have tables setup with a banner on it with the Legion Emblem on it. They do not have legal authority to use the Legion Emblem.  In addition to that,  these individuals are not members of the American Legion and the money that they are collecting is not going to any of the American Legion programs they claim to be. So what I'm asking is if you run across any of these individuals please take a picture with your camera on your phone and send it to me with the location where you encountered

them, date and time please. I will then turn it over to the Department Judge Advocare who is going to go after these individuals.

These individuals could cause serious problems for our American Legion family image.  If you wish to text message any pictures to me you can do so at 817 287-8872 or you can email them to me at bdeal911@hotmail.com .

Help put a stop to this problem I thank you.

--- Community information needed:

Good Afternoon,

C.C. Stewart Jr, of Ft Worth, and C.H. Grimes who died in Ft. Worth, served with my father in law during WWI. They were in France, 7Div, 34th infantry, Co. F.

I have a photograph taken by the Ewing Inc of the entire F. Co, about 165 men in the picture. After the war, soldiers could buy the photos, and they received a list of all the men in the photo, including their home addresses. I have scanned the photo in my computer in four sections, but sadly have lost the list.

If you know any descendants of these Vets, who might have the photo and list, I would be most grateful for a copy of the list.

I have attached the first section of the photo, it's a great picture!

Thanks for any assistance!

The American Legion’s Veterans Memorial Identification Project,

Released in November, has reached 700 entries. It stood at 440 in early March, showing the sharpness of the growth curve. Entries come from 45 states and six foreign countries. More than 100 entries are from North Carolina alone.

All I see in Texas are nine listed now, I know of at least 5 in Tarrant County and bet there are over 25.

Grant will help veterans with housing, utility needs

Posted July 3, 2017

Fort Worth will receive a $300,000 grant from the Texas Veterans Commission to implement the Forward Home veteran assistance program. Fort Worth’s Community Action Partners program, part of the Neighborhood Services Department, will administer the program.

The Forward Home grant will help Tarrant County veterans and their families by providing them with one-time rental/mortgage and utility payments, and up to five months of payment in arrears, to prevent homelessness. Veterans will be screened to determine their eligibility for other programs administered by Community Action Partners.

“We are elated to be able to administer the Forward Home veteran assistance program,” said Sonia Singleton, assistant director of Neighborhood Services. “The program is unique, because at the time we completed the grant, there were no other programs in the area that provided financial assistance to all veterans and their families regardless of era, branch of service, duty status and specific character of discharge.”

Learn more about the Forward Home program by contacting Singleton at 817-392-5774

***The American Legion Legacy Scholarship Summary***

FOR:   Immediate Statewide Distribution

FROM:           Bill West, Department Adjutant - billw@txlegion.org or 512-472-4138 (Relayed from National Headquarters)

As you know, this year an enhancement to The American Legion Legacy Scholarship was implemented for providing need-based scholarship awards, wherein:

1) A financial gap of up to $20,000 is bridged after all federal and state educational benefits have been applied.

2) Expansion of eligibility to now also include consideration of children of disabled veterans having been assigned a combined VA disability rating of 50% or greater.

This year, $671,892 in American Legion Legacy scholarships was awarded.

During this first year of enhancement the number of online applications that were electronically opened totaled 896.  Of those 896, there were 362 students who closed their application indicating “complete”; 27 were received from children of the fallen and 335 from children of a disabled veteran.  Of that 362, there were 109 applications screened as having provided all appropriate, required information.  And of those 109, there were 55 screened by the Committee on Youth Education as demonstrating eligibility and a verifiable financial need.

All 55 awardees are children of a disabled veteran.  In accordance with the governing resolution, all the applications received from children of the fallen were given priority first consideration, although none demonstrated a verifiable financial need, as illustrated through the supporting documentation they’d provided.

***Constitution & By-Laws Approval Instructions***

TO:                  Department Officers, Past Department Commanders, Division/District Commanders & Hubmasters, Commission & Committee Chairs

FOR:   Immediate Statewide Distribution

FROM:           Bryan Coleman, Department Judge Advocate - 713-824-4512 or bdcoleman@yahoo.com

Every year, at the State Convention, various people hand me Constitutions & By-laws to approve, when I don't know whether they have been logged in at Department or not.  Obviously, the Department staff is very, very busy at the convention; and we could be a little considerate of their work schedules, their going beyond the scope of their jobs every day, on weekends, nights and during the various committee meetings and other official business before and after the Convention.

I am caught up on all Constitutions & Bylaws, which have been sent to me by Department. If you are amending your constitution and by-laws, please get the amended constitutions and by-laws to department ASAP, so we aren't doing that work and our other scheduled duties at the convention.  Please send them to Department, where they have procedures which require that they be scanned and logged in, BEFORE I AM PRESENTED THEM TO READ AND APPROVE.  If you walk up to me with a new constitution and by-laws, without the department received stamp, I am going to have to decline your request.

Send them to either Bill West or Nancy Bullard,  The American Legion Department of Texas, P. O. Box 140527, Austin, Texas 78714; or, if you have to scan them and send them by email, due to time constraints, email them to billw@txlegion.org or nancyb@txlegion.org.  DO NOT SEND THEM DIRECTLY TO ME BECAUSE I WILL THEN SEND THEM TO DEPARTMENT.

Please don't make me tell you "that's impossible", even though I am trained in logistics and have had to say that to some very high ranking officers in the military. THANK YOU FOR BEING CONSIDERATE OF THOSE WHO SERVE US ALL YEAR LONG.

***New Bingo Ruling***

TO:                  Department Officers, Past Department Commanders, Division/District Commanders & Hubmasters, Commission & Committee Chairs

FOR:   Distribution to Post Affected

HB 874 by Representative John Kuempel and sponsored in the Senate by Senator Lois Kolkhorst was signed by Governor Greg Abbott on May 29, 2017.  This legislation is effective immediately.  HB 874 relates to a charitable raffle ticket awarded as a bingo prize. This bill authorizes a licensed organization conducting bingo to offer and award as a bingo prize a ticket for a charitable raffle conducted under Occupations Code Chapter 2002 (Charitable Raffle Act).

Organizations that use this newly enacted law must record the value of the bingo prize as the cost to purchase the raffle ticket in its records.  Player prize fees must be calculated on the cost to purchase the raffle ticket. As required by the Bingo Enabling Act (Sec. 2001.502), for all prizes over $5, to include raffle tickets awarded as a prize, the prize fee must be collected from the winning player and remitted to the Commission. Licensed authorized organizations may choose to pay the prize fee for prizes awarded of $5 or less. These prize fees must also be remitted to the Commission. Raffle tickets must be printed and formatted in accordance with the Charitable Raffle Act. The raffle ticket prize should be recorded as a non-cash or merchandise prize in bingo occasion records for the bingo occasion during which it was awarded.

Attention all 12th District Riders

On Saturday, June 11 the Boys State candidates from the 12th District will be departing for Austin to participate in Texas Boys State 2017.

In the past it has become a tradition for our Legion Riders escort the Boys State bus from the local area to the Flying J truck stop in Waco (exit 331 New Road).  With this in mind I am asking all Legion Riders to join in continuing this tradition.  Not only is it a good thing for the riders BUT the boys get a big kick out of seeing all those motorcycles in front of the bus.  It makes them feel even more that they are important to the American Legion Family.

This year the bus will pickup the candidates at Post 569 located at 400 W. Felix St in Ft. Worth.  The bus will depart at 10:00am.  All riders are requested to be at post 569 no later than 9:30am.  Riders brief at 9:45am with KSU at 10:00am or when bus is ready to roll out.

Come on Riders and let’s show who we are!

Thank you for your service.

--- From Our District Commander:

Greets all,

I know the below event is not until November 15th but I wanted to get this out so we all can put it on our schedule and plan on being there in force.  You will notice as you read that WE the 12th District had only 2 members of our family who attended this event last few years, yet members from other districts make more of a showing at this event to help the homeless veterans in our HOME.  I am personally asking each of you to please join me at this year’s Annual Cowtown Homeless Veteran Stand Down.  This is our District and our area and we should be the biggest organization in attendance.  I will be calling for a meeting as we get closer with our ladies auxiliary, the sons, riders and post commanders to see what we can do.

(See details below)

--- Community, State and Nation:

Nov 15th (Wednesday) - 9th Annual Cowtown Homeless Veteran Stand Down in Fort Worth; 9am to 1pm

I need everyone that can dial a phone to please call their State Senator in Austin and ask them to support HB1708.  This bill will put the American Legion Halls that participate in bingo on the same level as the commercial halls in the State of Texas.  This will help us raise more money to help our Veterans and their families.  If anyone has questions on how to reach their Senator, please call me any time....361/564-8436.

We need everyone to call their State Senators in Austin, and have all their friends call also and ask their Senator to support HB1708.  HB1708 has passed the house and been referred to the Senate.  It is a bill that is supported by the American Legion, and is on our list.  It will put local American Legion Post that conduct bingo on the same level as the big commercial halls, thereby making it possible for them to make more money for our Veterans and their families.  Even if your Post doesn't conduct bingo there are approximately 65 American Legion Post in the State that do, and they need our help.  So please make that call and tell the Senator or their staff to that the American Legion needs you to support HB1708.  If you have any questions please call me.

We know there are many Posts that have not yet submitted their Applications and only 134 openings remain before we reach our cap.  It is very important that Applications be transmitted now.

Too late for the $50 gift card drawing but not too late to register.

For further information please feel free to contact Jim at 972/924-8007.

 1st Division Convention attendees,

I just found out that the Chase Bank will not accept the registration checks address to Division Convention.  They must be made out to:   "American Legion Department of Texas."   You can put "Div Conv" in the memo part.

You are all still pre-registered.  Fortunately one bank is going to accept them so we are OK.

If you have not registered please make your check out to "American Legion Department of Texas," when you register.  I'll be processing registrations right up through Thursday, 4 May, if you wish to miss the line at the registration table at the convention.  Hope to see many of you there.

***An Important Message from the Texas Boys State Chairman***

FROM: Paul Barker, Texas Boys State Chairman

Please ensure this message is delivered to all Commanders & Boys State Chairpersons at all levels

Due to unprecedented support at the Post, District & Division level, applications to this year’s Boys State Program are running 50% ahead of last year’s record numbers and more than double the registrations for 2015.  Additionally, the number of approved, paid registrations are also running more than double last year’s record highs.

While these outstanding numbers are something of which to be extremely proud, I would like to ask that at each Post you now double your efforts to convert those applications into registrations as quickly as possible , provided, the applicant meets the Post’s standards.

We are in the midst of planning and preparing for this year’s program and one of the most difficult things we have to do is estimate the counselor and staffing needs when historically 80% of our registrations come to Legion HQ in the last two months before the program begins.  We are asking that you press to finalize the registration process so that we can do a better job of anticipating our staff needs and continue to present an outstanding product.

Please note that we are having to increase the cost of the tee shirts we provide each year to the boys upon arrival.  One free shirt is included in the registration fee, and the boys typically buy 4 additional shirts for each day.  These shirts have been priced at $5 for at least 30 years and the costs to us have gradually risen above our sales price.  In addition, we are being presented with price increases from the University at every level.  We have no other choice but to raise our prices this year for the shirts.  Our proposed pricing for tee shirts this year is as follows:

On behalf of the Boys State Committee we thank you and express our appreciation for your commitment to Texas Boys State.  Our driving desire is that no qualified person be left behind from experiencing this once-in-a-lifetime opportunity.  We hope you are planning to join us for Legion Day starting at noon on June 15 and ending with graduation on June 16, 2017

***Directive From Department Judge Advocate***

TO: Department Officers, Past Department Commanders, Division/District Commanders & Hubmasters, Commission/Committee Chairs

FOR: Immediate Statewide Distribution

FROM: Bryan Coleman, Department Judge Advocate - bdcoleman@yahoo.com

Every day, I get several calls complaining about various Post's operations; and, when I ask what their constitution and by-laws say, the answer is always, "I don't know".  I know that we, men, have a reputation for not following instructions; however, I do not have a file of every constitution and by-laws of every post in Texas.  Therefore, I would STRONGLY recommend that, before calling or emailing me with questions, you get a copy of your post's constitution and by-laws, read them, and determine if the answer is therein.  If you do not have a copy, call Nancy Bullard at Department Headquarters and ask her to mail, email or fax them to you.  The phone number there is 512 472 4138, her email address is nancyb@txlegion.org, and her fax number is 512 472 0603.

When you have your constitution and by-laws in hand and have read them, almost any question will have been answered.  If you are then confused, call me; and we will go over them together.  If someone is doing something, which violates the Post's constitution and by-laws, bring it up at the next general meeting, read the applicable provision to them, insure it is in the minutes, move the membership to direct the person to comply with the constitution and by-laws, and, when the Motion passes, call me, send me copy of the minutes, and, if they refuse to repent and turn away from their unconstitutional behavior, I will write to the offending person to encourage them to perform in compliance with the constitution and by-laws.

Only at that stage may I take action on behalf of Department.

***Membership Cards***

TO: Department Officers, Past Department Commanders, Division/District Commanders & Hubmasters, Commission & Committee Chairs

FOR: Immediate Statewide Distribution

FROM: Bill West, State Adjutant

Post Commanders & Post Adjutant,

We received word from National today that the 2018 Legion & SAL Membership Cards will be changing. Please see the attached documents explaining the changes to the membership cards.

Bill West, State Adjutant, American Legion,  Dept of Texas

For 2018 we have redesigned the three-part annual membership cards for both The American Legion (TAL) and Sons of The American Legion (SAL).

The overall length of the three-part card has increased in width to 14” as opposed to the prior years’ 12”. The department and national portions of the three-part card have increased in size in order to capture more information than in the past. The size of the actual member card has not changed.

New fields that have been added to the national card include:

These changes will allow you to report address updates on the national card which has been prohibited in the prior years. And since this is the only form that is received at national annually for every member of The American Legion and Sons, these improvements will greatly enhance our record keeping. There have also been some minor updates to the department card, as well.  All this information, and more, is in the attached letter.

Hopefully this clarifies the changes.

The Lone Star Veterans Association is a member of TCVO.  LSVA is comprised of Post 9/11 veterans and is extremely active in the greater Houston metropolitan area. Note: At this time TCVO doesn't have an official position on any legislation pro or con regarding any potential changes to the Hazlewood Act.

***Membership Recruiting Opportunity***

FROM: Butch Sparks, National Executive Committeeman

Here is a huge opportunity for American Legion Posts to reach out to the Student Veterans of America chapters in Texas - there are 86 Chapters.    In my discussion with their leadership in Washington, it would be great for their members to learn about and possibly join the Legion.

To find the chapter nearest your Post go to the following website: http://studentveterans.org/ … hit the Chapters tab and then click on the State of Texas.  By hitting the + button on the map chapters will show up in a specific area, such as Dallas, San Antonio, Houston.  Then click on the indicator and a box will open with full contact information.

Post 490 is working with Student Veterans of America at the University of Houston Clear Lake and have recruited new members and helped them with their programs.

***National Commanders Incentive Pin***

FROM:           Butch Sparks, National Executive Committeeman

Please help spread the word to our membership.  Butch

Just a reminder that National Commander recognition is available for any Legion member that recruits one or three new members! Please make sure requirements and certification forms are available to all members in your departments by posting on your websites and newsletters. Mention during your Department Conventions.  Ensure your District Commanders have this information and help pass it down to post members.  Encourage recruiting legionnaires to let National  know of their achievements by submitting their certification form.  Post Adjutants can also submit forms on behalf of their recruiting legionnaires.  What an easy way for Post Leadership to show appreciation to its members!

Certification forms and details on how to earn the awards can be found at https://www.legion.org/commander/pin.  I have also attached the forms for your convenience.  All forms should be submitted to Membership:  Scan/email to ssparks@legion.orgrherron@legion.org,  fax to 317-630-1413, or mail to American Legion National Headquarters; Attn: Membership; PO Box 1055; Indianapolis, IN  46206.

FROM:  National Headquarters

The #1 most effective way to influence legislation is from a Grass Roots effort…here is our opportunity to let our desires be known and it only takes 1 minute.

Three veterans bills up for House vote this week

On March 8, the House Veterans Affairs Committee sent three bills to the full House which The American Legion supports. They will be voted on later this week. Please take a moment to send the prepared e-mail to your legislators to seek their support for these bills.

H.R. 1181, the Veterans 2nd Amendment Protection Act.

H.R. 1259, the VA Accountability First Act of 2017, introduced by Chairman Roe, would provide the VA Secretary increased flexibility to remove, demote, or suspend any VA employee, including Senior Executive Service employees, for performance or misconduct.

H.R. 1367, introduced by Rep. Wenstrup, would improve the authority of the VA Secretary “to hire and retain physicians and other employees of the Department of Veterans Affairs, and for other purposes.”

Sylvia Chess with our Unit 838 has her name in the February 2017 ALA National magazine with a great statement.  This magazine is a very good read with lots of events listed that folks are doing.  If you don’t get one at your home, borrow one.  In our district we have done many of the same things and some even better; but lots of good ideas here.  Here is the challenge, find her name in the magazine.

The important thing to remember in the application process is to have signed letters of reference.  A letter that is not signed is worthless as you do not know who wrote it.

***American Legion Programs***

TO:  Department Officers, Past Department Commanders, Division/District Commanders & Hubmasters, Commission & Committee Chairs

FOR: Immediate Statewide Distribution

Today the Texas Boys State Committee received the message below…names have been edited as indicated.  Even though this message deals directly with Boys State you can easily insert any American Legion Program in its place…Baseball, Oratorical, Scouting, Junior Shooting and the list goes on.

The Point - The American Legion, is recognized as having great programs that provide outstanding opportunities to the youth in our communities?

The Question - Are we doing the best we can to "Spread The Word” in our communities about these opportunities or are we waiting for someone to contact us?

One of our District Commanders ends all of his memos with - “Legion Programs Change Lives”…isn't’ it also true that when we become involved in Legion Programs it changes our lives.

My job with (edit) ISD entails pairing high achieving young people with quality summer opportunities. My caseload includes 4 high schools in (edit), and my colleagues serve the other high schools. When I asked school sites if they were aware of Boys or Girls State nominations at their schools, I was met with blank looks. I want to know what the nomination process looks like in ( edit). I found at least 13 American Legion posts in the (edit) area but I do not know how they divide/sponsor all of the high schools in the Metro area. I would appreciate some more information about this so that we can move forward with the nomination/application process.

-------- Original message --------
From: David Harvey

Date: 02/04/2017 11:31 AM (GMT-06:00)
Subject: Membership Standings

My internet has been down for awhile, it is up and running now.  Let's look at where we are:

The 12th District is in 5th place in the State at 70% of the 90 percent goal.

The 4th District is in 9th place in the State at 68% of the 90 Percent goal.

The 5th District is in 10th place in the State at 66% of the 90 Percent goal.

These three Districts are to be commended for being in the Top 10.  Now at the next level:

The 1st District is in 15th place in the State at 65% of the 90 percent goal.

The 3rd District is in 19th place in the State at 59% of the 90 percent goal.

The 13th District is in 22nd place in the State at 55% of the 90 percent goal.

I used the 90 percent goal as the benchmark because it is the next date that we will be measured by.

You will notice that there is only 1 percentage point between the 5th District in 10 place and the 1st District in 15th place.  This is just a random example.  No one is out of the race everyone has an opportunity to finish in the Top 10.

We need to concentrate on new members, this is our biggest deficit.  Of course we want renewals but new members are where we get growth.  I will be corresponding more and visiting more.  Let's get the ship headed in the right direction.

David Harvey, 1st Division Commander

Howdy Folks,

--- POST EVERLASTING:

Tomorrow (Thursday) Funeral service for SSgt. Patrick R. Griffin, USMC

11:30am-12:30pm at Greenwood Funeral Home 3100 White Settlement Road, Fort Worth, Texas 76107.

Celebration of Life luncheon afterwards at the American Legion, 1125 Burton Hill Road, Fort Worth, Texas 76114.

Received Tuesday:

For what it's worth - there was at least one SAL member (dual member Legionnaire) present when SSgt. Griffin arrived at the funeral home early this morning (it was around 0130 or so).  I knew his mother's name was Patterson - but I failed to connect the name or I'd have stepped forward and said something.  Still, there were about 25 Patriot Guard Riders present for his arrival so Honors were definitely rendered.

DPD is sponsored by the National Cyber Security Alliance (NCSA), and the theme for this year's DPD is Respecting Privacy, Safeguarding Data, and Enabling Trust.  Many NCSA-sponsored events are available, including advice for businesses and consumers on January 25 and 26. The largest event held via Twitter will include a presentation on scams, ID theft, and fraud. US-CERT encourages users and administrators to participate in these events and to review basic privacy tips from Stay Safe Online. Related resources from US-CERT are:

Happy Lunar New Year!

This year, 2017, is the Year of the Rooster. The Lunar New Year is the longest and most important holiday throughout Asia. The Lunar New Year 2017 begins on January 28th and ends two weeks later on what is known as the Lantern Festival. One very fun tradition of the New Year is exchanging gifts. A traditional present that is given is small red envelopes filled with "lucky money". These envelopes are given to children by their family and friends.

The Department of Defense announced a policy change that will extend limited online military exchange shopping privileges to all honorably discharged veterans of the military.
The veterans online shopping benefit will be effective this Veterans Day, Nov. 11.

I'm "spamming" this out to many Veterans I know.  Some of you are retired military, so this won't be of benefit to you, but you may have people who could benefit from this information.  Some of you are not Veterans, but are relatives of Vets who are "internet/email/1990s-challenged" so, hopefully, you can print out copies for your father, right, Marcia?

Looking for Flag Retirement Set-Up to loan to Post 626 (Post 516 no longer has one)

Hi Ken, Happy New Year!

I am looking for a burn apparatus to perform a disposal ceremony.   I am getting over run with tattered flags.  Scuttlebutt has it that P516 has a mobile unit...I would like to borrow same, or if you know of another post that might have one.  I will plan on doing the ceremony at Burton Hill to demonstrate to the students and staff the correct method of disposal.  Your assistance in this matter is greatly appreciated!
