Subject: Commander Dillard Engagement Initiative
Good afternoon, department leadership.
One of National Commander Paul Dillard’s priorities on membership is to
engage our members. Whether they are current members, expired members, or
potential members, we need to engage these individuals and show them the
value of being a member of The American Legion. One of the ways that Commander
Dillard has discussed in engaging members is to contact those 2020 members and
offer them the ability to continue their continuous years on their membership.
This offer is only for those members who were last paid in 2020 and did not
renew for 2021 – they can continue their continuous years if they pay for 2022.
With COVID affecting many aspects of daily life over the last year and half,
this is an easy way to talk with those 2020 members and show them some good
will.
Here is how it would work: Someone contacts a member who was last paid
for 2020 (only ones eligible for this offer) and they had 5 years continuous
membership at the time. If they were to pay for 2022 – their continuous years
would now be 6 years. If they would like to also have 2021 as well, the offer
would be as normal and they would have to pay for the 2021 year. If they do not
care or do not want to get back 2021, but pay for 2022, then the adjustment on
the continuous years would have to be made at the post by filling out a Member
Data Form (MDF) to correct the years or the department can correct it within
Personify.
Things to remember – when transmitting the dues, unless the member is
paying for 2021 and 2022, do not select 2021 as part of the payment. If 2021 is
selected, the payment will come out for that portion of the per capita and it
will be deducted as part of the eCheck payment processing.
* For this, only 2022 needs to be selected and then the adjustment should
be made on that members record in Personify or send in the MDF to be processed
at the National Headquarters. If the member wants both years to be added to their
continuous years, then accept payment from them for both 2021 and 2022
membership years, and then process both years through PGO.
Please let us know if you have any questions. Thanks!

Good news passed on from
our Saginaw Post 467 Commander Kyle Parks
My fellow Legionnaires,
This last year all our
lives have been turned upside down but we are on our way back to normal. That
being said I am happy to announce two big events in the life of Post 467. The
first being that we have officially merged with Azle Post 356 and they will be
a part of Post 467 as of June 30, 2021. I am so happy to welcome these
Legionnaires to our post. I would like
to thank Robert Cox Adjutant for Post 356 for all of his hard work making this
merger happen.
The second announced is that we have finally secured a meeting site. As
many of you might not know our old meeting place The Dixie House Café closed
during COVID. We have been looking for a new place for almost 6 months. Thank
to Darrell Eaton who organized our Memorial Day Ceremony at the Saginaw
Cemetery; which by the way was a great success. I met the Mayor of Saginaw Todd
Plippo who said that he would work on finding us a city facility that we could
use. Thanks to his work and several
others we have secured the use of the training room at Fire Station #1. Our
first meeting with be the 4th Monday of July at 1900 hrs and the
same time every 4th Monday after that. Our 1st meeting will be July
26th at 1900. Put it in your calendars now.
I am very excited about this year and the new opportunities it presents.
Let’s shake off the dust of COVID and make the last half of 2021 the best yet.

Subject: CPR rally and extension
Commanders & Adjutants,
The July 1 target date for
Consolidated Post Report (CPR) recognition for the department at the 102nd National
Convention in Phoenix is fast approaching. Due to the delay in submitting via
myLegion and the continued difficulties with COVID-19 restrictions, the target
date has been extended to July 31. We thank all of
you for the hard work that you and your posts have done and continue to do this
year. We also want to recognize you all for your success in supporting the
programs of The American Legion. National Commander Oxford is very
interested in every post getting credit for what they are doing on a daily
basis in their communities for the good of our veterans and their families. The
CPR is an important recognition of the work done within your departments.
Many departments established a deadline of mid-June
for 100 percent CPR reporting to the department, and we are ready to tabulate
those immediately upon receipt at Geiger Operations Center. Please contact
all districts and posts that have not yet submitted a CPR and assist them in
completing it for departmental recognition at the national convention.
An online fillable form is located at: https://www.legion.org/publications/161252/consolidated-post-report-cpr for posts that wish to fill out and mail (or fax) the CPR to their
departments. The CPR may also be submitted via myLegion.org, and many
posts will prefer to transmit it that way.
The deadline for the CPR to be submitted to the national headquarters
is now extended to July 31, the last business day of
the month, and we would like to be at 100% by then. After the July 31
cut-off for National Commander Oxford’s recognition of your departments’
accomplishments at the national convention, we will continue to accept new and
updated CPR submissions throughout August to provide the best information in
our essential annual report to Congress.
Thank you for your support and assistance with the

Dear Texas Legion
Family:
2021 Texas Boys State Update #5 (as
of 2135 hours 29 JULY 2021)
In no particular
order:
1.
It’s On! Last
Sunday afternoon, about 650 of your youngsters, from all across our great
State, reported for duty!
2.
Thank you for sending
your Statesmen. Things are electric amongst these young leaders as they
“learn by doing.”
3.
Remember you are
invited!
a.
Legion Night. Join us!
b.
This Thursday (1
June). Would love to have as many Legionnaires represent as possible.
c.
Log-in by 6:45 PM
Central time.
d.
Amongst other things,
we will hear from 4-star GEN (Ret) Vince Brooks.
e.
After you click on
the link below, click on the “General Assembly” link, which should take you
directly to the session.
f.
Link: https://www.texasboysstate.com/2021
4.
The Statesmen are
knee-deep in the very special experience, with tonight being the announcement
of their primary party election results for the big offices. It is
powerful to watch them in action. The collective will soon transition to
working to elect their party’s candidates for State offices. The
Senate and House are already debating bills, amongst a flurry of other
activities.
5.
A screenshot photo
pasted below of Statesmen (all gussied-up in their TXBS shirts) as they
listened to Legionnaire John Brieden regarding matters of Flag etiquette.
I heard one Statesman actually invoke Mr. Brieden during a speech for office
just today, when the young leader was sharing about things bigger than us all
as a way to influence votes.
6.
MG (Ret) Tony Cucolo
shared wisdom during our first evening closing plenary session on Sunday.
He provided insights on servant leadership and inspired the young men, on
multiple levels, and also fired them up! What he shared was directly
reinforced our Legion values. His slides are attached, if you wish to see
the topics he covered about being a leader of character.
7.
Interestingly, based
on the devastating ice/weather issues across our State in February, there has
been lots of (well-educated) debate about the nuances of the use of nuclear
power in Texas. Amazing what emerges while these young men tackle
complicated issues.
8.
Here are a few short
vids for your enjoyment that will give you additional perspective:
a.

Video Synopsizing Day #1 (Sunday) (4:24 long): Director's Evening Close - Night 1
b.
From the Statesmen
themselves! . . . their Nightly News Video as they get to know each other
(Monday) (2:13 long) Statesmen News Night 2
9.
Thank you to the
great team at Post 76, for hosting us while we packed all ~675 packets that
were sent to all Statesmen a few weeks before the program. Photo below.
10.
If you wish to order
some TXBS swag, you can do so now . . . the store is open for a few more
days! Click here: www.store.texasboysstate.com
Your volunteer staff
remains knee-deep in the operation, but we send our many thanks to you for your
unending support of this Legion program that changes lives. For real.
Respectfully,
Case

Subject: Memo: Personify update 5/18/2021
To: All Legion Leadership
From: Director, IT
We have been able to resolve many of the data issues and business logic
that were gumming up the process. The list below highlights the major
fixes released in the past week. We are still experiencing issues with many
Post leaders who are not seeing their groups. For those still experiencing the
problem, we now have tools to help resolve the issue. Please encourage those
having issues to send an email to CS2@legion.org to ensure we can more quickly resolve
the problem.
Now that the primary data issues have been resolved, the data team will
focus on production of reporting needs. The development team will begin
focusing on completing tasks for fundraising, begin convention implementation
and complete the business analysis for bringing Emblem Sales onto the Personify
platform.

--- From National (re:
Legacy Run 2021):
From: Neff, Ron E.
Date: May 25, 2021 at 13:59:50 CDT
Subject: Chairman of the ALR presents: Legacy Run 2021
Department Leaders,
On behalf of the Chairman of The American Legion Riders, Mark Clark, we
present to you The American Legion Legacy Run 2021!
The American Legion Riders Advisory Committee was committed to including
your Departments in this year’s Legacy Run and we did our best to forge a route
that would be bold, beautiful and memorable.
The Chairman, the advisory committee members, and the National
Headquarters staff are certain that maximum department level
participation is the key to the run’s success! As an added advantage to
all, the awesome roar of hundreds of patriots on motorcycles riding through
your streets brings welcome and needed awareness to The American Legion brand!
Enclosed is a formal letter from the Chairman, the route (in both
day-by-day PDF and Wolfpack software format), and designated stops checklists
(where we hope to work with you to make each stop the best it can be for the
riders and your departments). We will be conducting a confirmation ride from
June 13th through the 18th before finalizing the route details,
checklists and turn-by-turn directions for all riders, so there may be some
minor changes to the enclosures. Please limit distribution to only key supporters/facilitators
until all is finalized at the end of June.
There is still much to do, and we will continue to refine the details
with your help! We are aware that there are some long, hot, challenging days
this ride. We also know that the chosen route makes logistics planning
complicated. This ride will not be for the faint of heart and may not appeal to
everyone, but those who saddle up this year will see some of the beauty of the
Wild West and be in the best of company! We are honored to be riding through
your departments in the heart of America.
The Chairman looks forward to working with all of you! Feel free to reach
out to him directly at mandlclark@comcast.net or the National American Legion
Rider’s Liaison, Ken George, at kgeorge@legion.org

Bells of Peace Here are a few
sentences from the WW I Doughboy Foundation
“Bells of
Peace” is a U.S. national bell tolling remembrance that was created in
collaboration with the Society of the Honor Guard, Tomb of the Unknown Soldier
(SHGTUS) to commemorate the 100-year anniversary of the World War I Armistice,
November 11, 2018. The Doughboy Foundation has since promoted it as an annual
remembrance of those who served in WWI and of the moment when the guns fell
silent, and bells tolled on the Western Front… on the 11th day of the 11th
month, at the 11th hour in 1918, after four years of brutal combat.

- If each DFW and surrounding area post commits to a $50-$100 donation
per month for three years in exchange for 3 I5/I7 desktops (with monitor,

- If a post donated $50 x 12months x 3 years = $1,800
- $75 x 12 months x 3 years = $2,700
- $100 x 12 months x 3 years = $3,600
- If 50 posts committed to this T4T could get off the ground and be able
to (partially cover) pay the veterans they hire.
--- From our District Vice
Commander – Ray Arreola:
A joint message from the DAV and the DAV Auxiliary
On February 8, 2021, Representative Julia Brownley (CA), the Chair of the
House Veterans’ Affairs Subcommittee on Health, introduced H.R. 912, the
American Indian and Alaska Native Veterans Mental Health Act.
This bill would enhance mental health and suicide prevention outreach to minority
veterans and American Indian and Alaska Native veterans.
H.R. 912 would require full-time minority veteran coordinators at each
Department of Veterans Affairs (VA) medical center, ensuring those staff
members are trained in culturally appropriate mental health and suicide
prevention services, and that minority veteran coordinators and suicide
prevention coordinators are working in tandem to create outreach plans for all
tribes and urban Indian health organizations within their catchment area.
Research shows that many of these communities experience high suicide
rates, and that American Indians and other minority groups tend to have lower
utilization of VA benefits and disparities in disability compensation
decisions.
Consistent with DAV Resolutions 370 and 373, we support H.R. 912, as it
would improve and enhance VA’s mental health and suicide prevention efforts and
help ensure equity in access to critical services for minority
service-connected disabled veterans.
We are calling on all DAV members and supporters to contact their
Representatives and urge them to co-sponsor and support H.R. 912.
Thank you for supporting DAV as we work to bring an end to veteran
suicide and ensure all veterans have access to the mental health services they
need.

Commanders,
Any Legionnaire in good standing is invited to attend the
first session of the Four Pillars Leadership Panel on Wednesday, 07 Apr 21
at 1900 via Zoom.
The mission of FPLP is to offer a non-intimidating virtual environment
where Legionaries at all levels are able to ask Subject Matter Experts (SME)
questions and to share best practices which will help our members better serve
and operate their posts, districts and divisions. This initiative is not a
substitute or any type of alternative to any New Member Training, American
Legion Basic Training, Department Legion College or the National American
Legion College. It is a place where Legionaries ask pondering questions in
order to fill in their educational and knowledge gaps.
If interested in attending, Legionaries should indicate which Pillar or
program they have questions about by sending an email to iokepa789@gmail.com to
ensure the proper SME is present. In return, the facilitator will respond with
the appropriate login credentials.

Here is a trailer of our other recent film that just won the Emmy in 2020
for best Military Documentary. It features 2 WWII veterans as they travel back
to Italy, the Forgotten Front, after 75 years to locations they helped liberate
as well as where their injuries happened on the battle field.

With your direct help in showing up on April 14th, and bringing friends
and family will help our charity move forward in our mission to heal our
veterans. It starts with you being a part of the event and we truly hope to see
you on the Red Carpet.

- T4T is absolutely committed to supporting our
Veterans.
- If each DFW and surrounding area post commits to a $50-$100 donation
per month for three years in exchange for 3 I5/I7 desktops (with monitor,
keyboard, mouse) computers supported by T4T (for Post use).
- If a post donated $50 x 12months x 3 years = $1,800
- $75 x 12 months x 3 years = $2,700
- $100 x 12 months x 3 years = $3,600
- If 50 posts committed to this T4T could get off the ground and be able

I wanted to give y’all a heads up that I was contacted by National about
the upcoming Indy Car Racing that The American Legion will be sponsoring and
running the American Legion scheme on the Indy Car.
The race is scheduled for May 2nd, but they will need volunteers for
April 30 to May 2.
National is working with Texas Motor Speedway personnel and they are
going to be looking for volunteers to assist at the track. We may also be doing
a recruiting booth(s) near the grandstands. Lot of details to still be worked
out. I wanted to get this on everyone’s radar, while the track is in the
13th District we may do an off track event at a Post in the
12th District to draw attention to the race and The American Legion and
want to include all the surrounding districts.
I would ask that you start letting your Posts know and getting possible
lists of volunteers that would want to work the event that weekend.
As I get more information I will pass along to everyone.

Subject: (To Post Reps - TXBS) FW: Update #2 | 2021 Texas Boys State | as of 8
March 2021
To: Texas Boys State Chairman <chairman@texasboysstate.com>
Dear TXBS Post
Representatives/Leaders:
1. Thank you 100x over for what
you have done, are doing, and will yet do. It matters.
2. Please see Update #2 below
for latest on your Boys State. The update will also flow thru
hubmaster/leadership chain.
3. This note is being forwarded
to you TXBS reps—all those that submitted contact info to our 2021 TXBS
database.
4. Our hope is to maximize info
flow, including straight to you as the heavy-lifters at your respective Posts.
5. Please further share all the
below, far-and-wide, as you might see fit.
Update #2 regarding your 2021 American Legion Texas Boys State:
1. Thank you. We say it
often, but we mean it. Thank you for the very hard work selecting premier
young talent for this exceptional program. We have hundreds of
registrations already and are grateful for all you do for this experience that impacts
lives.
2. In-Person or Not? Our
deep hope is to conduct the 2021 program onsite and in-person at UT
Austin. There are, however, factors beyond our control.
a. The primary decision factor
is space at UT, and whether UT will permit onsite activities this summer.
And, if they do permit, whether they will severely limit the number of
participants based on social-distancing or other requirements.
b. University leadership is grappling
with Governor Abbott’s recent order and making their own determinations on what
they will, and won’t, permit it terms of programs this summer.
c. Even if UT permits programs,
their restrictions (and participant limits) may be so constraining that it may
not be possible to conduct onsite TXBS in the way it needs to be to meet our
Legion standard.
3. When Will We Know? It
is reported that UT will make their decision this week or next.
a. Internally, however, with
concurrence of the DEC, we planned to have a final decision by 15 March (one
week from today). We are navigating this carefully and keeping in close
contact with UT so we will know their decision right away, which then drives
our prompt determinations.
b. It may be prudent to delay our
final decision beyond the 15th slightly, as it is possible the
circumstances may be that we can actually conduct the program live. We
will publish immediately once we know so you can plan and proceed.
4. Patience. Thank you for
your patience and understanding. As you can imagine, these are difficult
decisions, things continue to evolve daily, and there are so many varied
opinions and divergent thoughts on what we should do across the
Department. Please know that your volunteer TXBS Executive Committee is
evaluating all of this, at every angle, many times over, leveraging hundreds of
years of organizational experience, to make the most prudent decision possible
based on our constraints and all factors.
5. Fantastic! The Texas
Legion’s good works over 80 years, plus the guttural power of the TXBS
documentary, has created amazing opportunities and energy—not only for us, but
for other states as well.
a. As one example, one of your
TXBS alumni gets a call from former President Clinton!

6. Dates. Recall,
uniquely, that 2021 TXBS starts 27 June, a few weeks later than our usual date
for many decades—due to later end dates for Texas schools this summer, driven
by COVID. This gives us a bit more time to flex. Currently, the
registration deadline is still 1 May.
7. The Flow. We purposely
include all prior update notes in this email chain. This permits all
Legionnaires to scroll and see all prior updates to ensure max awareness, as
much as possible.
8. Rubber Meets Road. We
will also send these sorts of notes directly to the respective Legion Post representatives,
for those that submitted their specific Post representative information to the
database link previously.
9. Basics. Other basic
details – dates, tuition, etc – are below, as a reminder. And attached.
10. Info Mothership. While we endeavor to send
updates via distro, please always check the website first for the latest.

Subject: Update #1 | 2021 Texas Boys State | as of 12 JAN 21
Dear Texas Legion:
Your American Legion Texas Boys State (TXBS) Executive Committee sends
its warmest regards to the entire Legion Family, as we all bid a glad farewell
to crazy 2020. We hope everyone is well.
Regarding your Texas Boys State, in no particular order:
1. Your Primary Mission.
You do all the really important work at the Posts, and we are grateful.
You ensure selection of the very best young talent to have the honor of
attending your renowned Texas Boys State program. That is the key!
If you continue pick the very best-of-the-best youngsters, we can easily
accomplish our mission in program execution. THANK YOU.
2. The Main Place for
Info. The TXBS website is the always best place for the latest and all
info. Please always start there for any needs and point others to it as
well. www.texasboysstate.com
3. Sizzle. Attached are
the 2021 updated Brochure (attachment 1) and 2021 Fact Sheet (attachment
2). Please take a gander and share far-and-wide.
4. In-Person or Virtual.
With the kind permission of the DEC, we are dual-planning for either in-person
at the University of Texas at Austin or virtual. Our general default is
to conduct the program in-person at UT, but we simply may be unable to with factors
outside our control. We are carefully monitoring all evolutions as you
can imagine.
a. A decision will be made and
published by 15 March 2021 on which way we will proceed.
b. We hope, however, that you will
proceed now with selecting the prime talent from your area because we will have
an amazing 2021 program either way.
5. Program Info. This
information is also in the attached so you can easily share, but as a reminder:
a. Dates: 27 June (Sunday)
to 2 July (Friday) 2021. This is a shift to later than normal because
many Texas high schools are ending school later due to COVID.
b. Tuition:
i. Virtual:
$100 per Statesmen
ii. Onsite
at UT: $295 per Statesmen
c. We are very pleased, thus
far, to be able to keep onsite tuition at $295 per Statesmen, despite
continually rising costs.
6. Registration. The
registration pipeline is open. Registrations must be complete by 1
May 2021. Thank you for leaning forward now.
7. Your Help. We only
touched about 11% of Texas schools last year. We hope to expand that
aperture this year with your kind assistance, to give more young men the
opportunity to experience this very special journey. Thank you, in
advance.
8. Sharing. As you know,
your Texas was at the absolute cutting edge by executing one of the only Boys
State programs in 2020 during the global pandemic. We are grateful our
Department had the guts to proceed.
a. In addition to briefing at
the National Conference last year, we have been very glad to share our best
practices/lessons learned regarding our 2020 virtual experience with a great
many other Departments, including tonight on Zoom with the Boys State
leadership team from Iowa.
b. Most importantly, though, because
our Texas wasn’t afraid, we were still able to touch 2020 cohort lives even
though virtual: "The memories I made, the people I met,
and the priceless points of information that I learned made this
week absolutely unforgettable and life changing."
c. As we have for 80 years,
we’ll do this thing in 2021—in-person or virtual!
9. Any Questions or
Needs? Contactus@texasboysstate.com
Your TXBS program has tangible impact on our Texas youth and makes them
better, which is why you and our all-volunteer team pour thousands of hours
into making it tick every year.
With your help, we actually build leaders, for real.
Thank you for your grit and hard work in helping ensure your Texas
program remains one of the very best in our Nation.
Sincerely,
Case

designates the first or second Sunday in February as Scout Sunday which is to
recognize the contributions of young people and adults in Scouting. Sunday is
chosen due to the fact that of the more than 100,000 Scouting units owned and
operated by chartered organizations, approximately 70% are chartered
to faith-based organizations which traditionally meet on Sunday, 22% are
chartered to civic organizations like The American Legion, and nearly 8%
are chartered to educational organizations. Invite your local scouts to post
the colors during your general membership meeting. Ask them to tell you about
the Scout Oath, Law and Motto. Thank them for their service to the community
state and nation. Ask them if they have relatives who served in the military.
Teach them about our organization and remind them that if they choose to serve
in the military that they may be eligible for membership in The American Legion
and remind them that if they have family members who served, them may be
eligible for membership in the SAL or Auxiliary.
Scouting Education - Boy Scouts of America (BSA) is the name of the overall organization.
Yes, this name is correct even though all suborganizations include boys and
girls. The subordinate unites are Cubs Scouts (K-5), Scouts BSA (ages 11-17),
Venturing (ages 14-20), Sea Scouts (ages 14-20), and Exploring (ages 14-20).
All BSA subordinate organizations are co-ed except the first two organizations
listed above which separate youth by sex. For instance, boy and girl Scout BSA
units, which are called Troops, may be chartered by the same church and have
the same troop number i.e. Troop 1776B and 1776G. Another example is that boy
and girl Cub Scout units, which are called Packs, may have their pack subunits,
which are called dens, separated by gender i.e. Den 1 could serve 1st grade boys, Den 2 could serve 1st grade girls, Den 3 could serve 2nd grade boys, Den 4 could serve 2nd grade girls, and so on.
